Based on 14 blood collecting and supplying agencies in Liaoning province as research subjects，fundamental facilityconstruction，practitioner composition，blood collection，supply and test as well as the enforcement of featured work in municipal blood collecting and supplying agencies after public institutional reform in the year 2018 are analyzed in this report by questionnaire surveying，data collecting and analyzing. The current developmental status and main achievement in Liaoning province have been elaborated，the existing problems，especially problems confrontedafter reform of public institutions，analyzed and opinion and constructive advise put forward.
