为了解《中华人民共和国献血法》（简称《献血法》）颁布实施20周年来，我国各级政府在无偿献血工作中应有的主导推动作用，本文调查了1998～2018年国内市级以上采供血机构取得所在地政府支持无偿献血工作的基本情况，以期为广大无偿献血工作者提供参考借鉴。中国输血协会献血动员专业委员会发放调研表，对全国市级以上采供血机构进行专项数据调研，收回143个城市的有效数据，获得政府领导干部参与无偿献血、政府出台鼓励无偿献血的政策、有无偿献血地方法规、成立无偿献血委员会/领导小组等无偿献血领导机构、纳入政府部门考核精神文明考核、政府对无偿献血者进行表彰等指标的详细数据。在我国无偿献血发展的现阶段，无偿献血工作仍然需要通过政府的领导和运用政府的力量来充分调动全社会的资源为社会服务，以推动无偿献血的全面快速发展。调研的各项指标全国各地表现出不均衡现象，血液中心所在的省会城市好于其他城市；将无偿献血工作纳入政府部门考核和精神文明考核的情况，整体纳入考核的比例偏低，各级政府均需要提高认识，加大对无偿献血工作支持力度。
<<For detailed understanding oct.1. 1998 enacted the 20th anniversary of the establishment，whether the governments at all levels in the blood donation work has played a leading role，as it should be this article investigated 1998-2018 domestic blood services basic situation of local government support the work of blood donation，so as to provide reference for the broad masses of workers of blood donation. Methods：Working Party on Blood Donation Mobilization，CSBT issued “the blood around the 20th anniversary of the establishment of the government support the work of blood donation investigation table”，for the national blood services（above city-level）special research data. Results：the recovery of 143 valid data of the city，1998-2018，143 cities，the government leading cadres to participate in blood donation 994 person-time，quantity for a total of 1136 U，more than 1 m，90.90% The government encourages the blood donation policy in 802，more than one item，81.82%；With local laws and regulations，compared with 82.52% of blood donation；Committee of establishment of blood donation/leadership team，compared with 83.92% of blood donation；Into the assessment of the government，6.99% the proportion of the spiritual civilization examination is 28.67%；Government of blood donors for 1 or more times a ratio of 72.03%. Conclusion：the development of blood donation in our country at present stage，blood donation work still need through the government leadership and use the power of government to fully mobilize the resources for the social service of the whole society，to promote the comprehensive and rapid development of blood donation. The government leading cadres at all levels to participate in blood donation，whether to enact local laws and regulations，blood donation for situation all over the country show the uneven phenomenon，such as blood center in the capital city of better than other cities；blood donation leading institutions，blood donation work should be brought into the government assessment and the assessment of spiritual civilization，the provincial capital cities in the local city，but into the inspection are low，the proportion of the governments at all levels need to raise awareness，to increase support for the work of blood donation.
