新加坡在20世纪90年代以后面临传统产业带动经济增长不足的问题。为克服自身国土面积小、资源不足的困难,新加坡当局将博彩业作为首要发展动力的综合旅游业,期望以博彩业为驱动力,发展包括旅游、餐饮和购物在内的综合旅游业,创造更多的就业机会。新加坡当局在开放博彩业的过程中,参考拉斯维加斯和澳门等地的开放经验,配合博彩业的成长趋势,对本国的博彩业发展进行统筹。新加坡博彩业的开放目标并不以增设赌场为主,而规划兴建包括赌场、大型购物商场、会展中心和饭店在内的综合度假村,防止因博彩业独大导致经济发展失衡。实证研究发现,新加坡的博彩税收与GDP呈现显著负向关系,表明近年来新加坡的整体经济发展并不依赖博彩业,博彩业并未如预期一样对新加坡的经济发展产生正向影响,而旅游业的发展与新加坡的整体经济发展具有正向关系。
<<Singapore faced the problem of insufficient economic driving force after the 1990s. In order to overcome its limited land and resource problems,the Singapore government listed tourism industry as the development focus and hoped to develop comprehensive tourism industry including tourism,dining and shopping,and create more employment opportunities with the driving force of gaming industry. The Singapore government drew on the experience of Las Vegas and Macao in the course of the opening of gaming industry and made a plan for its development of gaming industry. Singapore’s opening of gaming industry did not focus on establishing new casinos but emphasized the tourism resorts establishment in order to avoid the over-influence of gaming industry. In this way,the economic development will not be unbalanced. The study creates simultaneous equations and finds that Singapore’s gaming revenue had significant negative relationship with its GDP,which indicates that Singapore’s economic development does not depend on its gaming industry. Singapore’s gaming industry does not have positive relationship with its economic development as expected. Instead,Singapore’s tourism industry has positive relationship with its economic development.
