Double-ten project of ten key cultural industrial parks and ten key cultural enterprises constitutes the important measure in strengthening the overall strength and core competitiveness of culture in Henan province. Since 2013，Henan province has organized three sessions of double-ten project evaluation and identification activities and great potential has been seen in promoting industrial accumulation and development of human，scientific and technological resources integration and innovation achievements industrialization. But owing to the relatively low platform on which Henan started its cultural industry development，the relative smallness in quantity and scale of enterprises，the number of employees，the key parks and enterprises have met various problems in their development process as follows. The cultural industrial chain was not complete enough. The driving effect of agglomeration is not obvious enough. The implementation of cultural and economic policies is not specific enough. Great effort should be given to the following aspects：to improve the clustering function of cultural industrial parks，to promote the in-depth integration of culture and science and technology and to improve the capacity and level of government services. Only doing so，can we really make Double Tens into an incubator for cultural enterprises to thrive and a propeller for key cultural enterprises strong.
