为了探析科技创新主体开展科普服务的效果,作为国家科普能力监测评估研究工作的重要组成部分,本研究基于前期安徽省“科技创新主体开展科普工作情况调查”项目的大样本数据和研究结论,对全省的科技创新主体展开后续的科普服务评价试点研究。通过文献梳理、理论模型的构建和指标体系前测等,最终形成了一套包含科普基础投入、科普活动、科普设施与科技示范场所、科普培训与奖励等四个方面的三级指标评估体系、问卷及工作手册。采用了专家打分法,对指标体系进行了权重赋值和评分方案确定。参照安徽省创新型城市的排名及高新技术企业的八个技术领域类别,选取了黄山、阜阳和芜湖的共32家高新技术企业为样本,采用“问卷+深度访谈”的形式,得到高新技术企业科普服务效果的评估调查情况。
<<This study is a major part of the national research efforts in evaluating China’s science popularization capacity. It utilizes large sample data and research findings from the previous project “The Science Popularization Survey on Science and Technology Innovation Subjects Development” in Anhui Province and launches a follow-up pilot study to analyze the effect of the science popularization service of science and technology innovation subjects. Through literature review,the construction of theoretical models and pre-testing of evaluative systems,a set of three-level indicator evaluative system,questionnaires and work manuals were formed. A four-indicator evaluative system was formed in terms of basic science investment,science popularization activities,science facilities and technological demonstration,science training and rewards. The expert grading method was adopted in determining the evaluative scales of the indicator system. With reference to the ranking of innovative cities in Anhui Province and the eight technical fields of high-tech enterprises,32 high-tech enterprises in Huangshan,Fuyang and Wuhu cities were selected as samples,with which questionnaire surveys and interviews were conducted to evaluate the effectiveness of their science popularization services.
