本研究采用理论分析和实证研究相结合的方式对我国科研机构科普绩效展开研究。首先系统分析了我国科研机构在国家科普体系中的地位和作用,进而从科普工作体系、科普支撑能力、科普产品、科普活动等几个方面总结了近年来中国科学院科研机构科普工作的实践与探索。其次,将中科院下属机构分成基础、高技术、生物、资环四类,并开展了四类机构科普服务绩效的分类评估,进而选取资环类20家研究所作为研究对象,结合科研机构开展科普工作的实际情况,在借鉴国际主流的“3E”评估理论的基础上,提出我国科研机构科普服务绩效分类评估的理论框架,并提出相应的评估指标体系,选用DEA的方法对资环类研究所科普服务绩效的综合效率进行了测度与评价。在评价结果的基础上,选取中国科学院西双版热带植物园作为典型案例,采用定性定量相结合的方式对其开展科普服务绩效评估。根据评估结果分析并总结了研究所科普服务的经验与不足,并提出了相关的政策建议,同时也对我国科研机构科普服务绩效分类评估工作的设计与实施提出了相应建议。
<<This study uses a combination of theoretical analysis and empirical research to study the performance of science research institutions in China. It systematically analyzes the status and roles of Chinese scientific research institutions in the national science popularization mechanism,then summarizes the practices and explorations of scientific research conducted by various institutions of the Chinese Academy of Sciences in recent years by evaluating their science popularization mechanism,science popularization capacity,science popularization products and activities. The study further divides the institutions of the Chinese Academy of Sciences into four categories:basic research institution,high-tech research institution,biological research institution,and resource-based research institution. Performance evaluation of science services of the four types of institutions is carried out. 20 resource-based research institutions are selected for a detailed analysis of their science popularization practice. Based on the predominant “3E” evaluation theory,the study puts forward a theoretical framework of categorical evaluation of science service performance of Chinese scientific research institutions,with corresponding evaluation index system. The DEA method is applied to the measurement and evaluation of the comprehensive performance efficiency of the 20 institutions. Based on evaluation results,the Xishuangbanna Tropical Botanical Garden of the Chinese Academy of Sciences was selected as a representative case for the performance evaluation of science service popularization via a mixed-method approach. The study summarizes the experience and shortcomings of the science popularization service of the institutions and puts forward relevant policy recommendations. Suggestions were given for the design and implementation of the categorical evaluation of science service performance of Chinese scientific research institutions.
