本研究从青海省Q县生态畜牧业合作社成立初期牧民的“有心无力”到政府“有心给力”和最终政府与牧民“同心同协力”,共同保护草场资源并发展生态畜牧业的成功案例出发,指出在中国“强国家-弱社会”的制度背景下,国家-精英-社会的管理结构摆脱了草场的资源管理中集体行动的困境。集体行动的达成有赖于国家力量的引导,组织起来的社会力量对技术的应用进行试验并纠错。中国草场资源的管理是全球草场资源管理实践的重要组成部分,解释这些问题需要将中国特殊的国家-社会关系结构关联起来。
<<The paper studies the establishment process of the ecological livestock cooperative of Q County in Qinghai Province. It has evolved from the phrase when farmers had the will but lacked the strength,the phase when the government offered support,to the phase when the joint effort of state and farmers led to successful management of grassland recourse through the ecological livestock husbandry. The research shows that the dilemma of collective action was solved partly by the management structure of ‘state-elite-society’ with the support of the state and the trial and error action of the society. It is essential to relate to the state and society in explanation of grassland management experience in China,which is an important part of global practice.
