非洲大陆独立至今的半个多世纪,随地区政治局势、经济状况及社会文化的不断变化,非洲教育发展政策经历了深刻演变,联合国教科文组织、世界银行、非洲统一组织等国际与地区组织多次制定政策,为非洲教育发展出谋划策。其中,非洲教育部长会议是非洲设立最早、持续时间最长、辐射范围最广的官方区域性教育会议机制。会议持续关注教育公平、基础教育普及、成人扫盲教育落实、高等教育一体化、职业技术教育发展、教师教育培训、课程改革、教学质量评估、科技教育创新、国际教育援助、教育区域合作等非洲教育热点议题,历次会后发布的“行动计划”已成为非洲教育发展的重要纲领性文件,影响广泛,意义重大。本文通过对非洲教育部长会议的解读,回顾独立以来非洲教育政策发展路径,分析会议对非洲教育发展的作用与影响。
<<In the past 50 years,the African education development policy has changed profoundly with the African political,economic and social development since 1960s.At the same time,UNESCO,Africa Union,World Bank and other regional and international organizations have made policies for African education development,as well as given some advice and suggestions. The conference of African ministers of education is the first and most widely official meeting of African education.It focuses on education equity,popularization of basic education,anti-illiteracy education,integration of higher education,vocation and technical education development,teachers education training,curriculum reform,teaching quality assessment,innovation of science and technology education,international educational aid,regional cooperation in education and other African education research hot topics.The Action Plans issued after the previous sessions have become important programmatic documents for the development of education in Africa,which produced a wide,far-reaching influence.Through the interpretation of the conference of African ministers of education,this paper reviews the path of African education policy development since the independence of African countries,as well as analyzes the roles and impacts of the conference on African education development.
