From 2000 to 2017，in the Shandong’s composition of gross regional product，the secondary industry decreased from 50.91% to 45.35%，and the tertiary industry increased from 36.34% to 47.99%；in that of income approach components of gross regional product，the compensation of employees decreased from 47.79% to 45.68%，the net taxes on production decreased from 18.93% to 13.19%，and the operating surplus increased from 19.15% to 26.91%；in that of gross regional product by expenditure approach，the final consumption rate increased from 47.99% to 48.44%，and the capital formation rate increased from 49.17% to 50.13%；in that of the income and expenditure by primary distribution，the revenue rate of government finance increased from 5.56% to 8.40%，the household income rate decreased from 43.63% to 38.57%，and the household consumption rate decreased from 31.82% to 24.66%. The regional gaps of the total revenue of government finance，total expenditure of government finance，household income in per capita value were reduced；but that of the gross regional product，total household consumption in per capita value were extended. The urban-rural per capita ratio of the household income and total consumption were all reduced. The ranking of the structure optimization of the economic growth：in the provincial lateral evaluation of ideal value without urban-rural and regional gap，Shandong ranked the 11th；in the provincial vertical evaluation of self-base value in 2000，2005，2010 and 2015，Shandong ranked the 21st，21st，18th and 20th respectively.
