In the comprehensive measurement of the Measuring System of the General Indexes of the Society-Building of China，the proportion of one Comprehensive Subsystem of the Basic Public Services and Social Security account for 20%；the proportions of three Monomial Subsystems of the Major Basic Public Services including the expenditure for public education，culture and health account for 30%，each one accounting for 10%；the proportions of two Monomial Subsystems of the Social Security and Social Insurance account for 20%，each one accounting for 10%；the proportions of two Special Subsystems of the Employments and Wages（A）&（B）account for 10%，each one accounting for 5%；the proportions of two Special Subsystem of the Urban and Rural Household Income and Total Urban and Rural Household Consumption account for 20%，each one accounting for 10%. By the comprehensive weighted measurement of the predicted evaluation of the ten independent subsystems，the final rankings of the balanced development of the society-building are as follows：Shanghai，Inner Mongolia，Jiangsu，Zhejiang and Guangdong ranked top five in the “2017 annual social development index leaders”；Tibet，Guizhou，Sichuan，Chongqing and Anhui ranked top five in the “2000～2017 social development index runners-up”；Tibet，Chongqing，Guizhou，Jiangxi and Guangxi ranked top five in the “2005～2017 social development index runners-up”；Guizhou，Chongqing，Jiangxi，Fujian and Hubei ranked top five in the “2010～2017 social development index runners-up”；Shanghai，Yunnan，Guangxi，Guangdong and Qinghai ranked top five in the “2015～2017 social development index runners-up”.
