The construction of two-oriented society is the common interests in the world of sustainable development，the important content of China’s “Eleventh Five-Year” Plan，and a far-reaching significance yet imminent historic task for accomplishing the industrialization and urbanization of China. This paper introduces the connotation of “two-oriented society” and the emphasis of “two-oriented society” construction in order to change the growth mode，adjust and optimize the industrial structure，form sustainable modes of production and consumption patterns，continuously increased its ability to achieve sustainable development in the overall well-off society through great efforts to develop a green economy and build a series of “two-oriented society” system security. Ultimately achieve the full realization of the “two-oriented society”.
