Due to the potential conflicts between both goals of environmental protection and economic growth,it is required that Chinese cities should make an assessment of the economic impact on urban pollution at the regional level. The report applies city-level indices including economic input-output analysis,economic activities and environment impact as well as available estimates of economic output and environmental pollution benchmark relationship in all industries,and works out a method to make a quantitative analysis of the air pollution caused by industries to their cities with currency as unit. We apply the environmental accounting framework to Jiyuan,a medium-or small-sized city of Henan Province,show the local government authorities how to trace and manage air pollution with currency as unit according to basic economic activities,and provide a set of most basic indices for Chinese small-and medium-sized cities to estimate the currency value of air pollution caused by different industries. The method we use applies the overall model that covers the whole economy so as to reduce the number of indices required to a large extent when small-and medium-sized Chinese cities make a rough estimate of the relative increase in the emissions per unit waste by industry.
