At present，many communities are able to actively use various new media platforms for information communication. The community communication system has been initially constructed，and interpersonal and inter-group interactions have also broken through time-space restrictions to some extent. However，in practice，the effectiveness of these “virtual communities” is not satisfactory，specific performance：poor interaction，low publishing efficiency，and isolation between virtual and entity. This paper argues that the contradiction between the “flat network” and the “bureaucratic system” creates a disconnection between the realistic system and the urban network. It is also the fundamental reason why the existing community communication system cannot work very well. The innovation of community communication system should use new ideas and new technologies to create a multi-governance pattern，to cooperate and integrate with other communication systems，and to be alert to the “digital gap”.
