以新媒体技术为物质基础，中国各地的网络社区论坛、媒体社区类APP、具有社区功能的社交软件、平面媒体社区版等，都能成为传播网络的节点，形成参与社区治理的新力量。媒体社区类APP是此种新社会力量参与社区治理的代表。但现实运作中，以新民邻声为案例可以看出，这种新社会力量遇到了转型、定位、资源、技术、人员等一系列亟待解决的疑难问题，使得新社会力量参与社区治理的效果大打折扣。如何解决社区治理新力量遇到的问题？本文认为，新媒体环境下，除了培育以媒体社区类平台为代表的治理力量，还应重视新社会力量参与社区治理的资源、技术、人员保障，进而增强社区效力和活力。治理方式上，还应构建新社会力量参与的新模式和新体系，进一步推动其参与社区治理下人—媒介—社区的互动融合。
<<With the material basis of new media technology，Internet community forum，New Community APP，social media with community functions，conmmunity sections of traditional media，can all be regarded as nodes in the communication networks and can be new forces in the participation of community governance. “Xinmin Lingsheng” as a new community APP，can be seem as a typical case. However，in its actual operation，“Xinmin Lingsheng” met with some problems regarding trasformation，orientation，resource，technology and faculty，which need to be solved. This weakened the effect of the participation of the new force in the community governance. It is argued that governance forces of community should be enhanced and guaranteed by the investment of finance，technology and human resources. A new mode and new system of community governance should be constructed to foster the convergence of people，media and community in community governance.
