The function of online media agenda setting has become increasingly prominent，which has attracted the attention of many domestic scholars. However，few studies have been conducted on the interaction between online media and traditional media. Based on the theory of inter-media agenda setting，this paper analyses and compares the differences between traditional media and Internet media in the issue setting strategies，and explores the influence of the two media on the issue setting through content analysis，focusing on the relevant reports of Global Times and Sina News in the event of “Swedish police brutalizing Chinese tourists”. After the analysis，it provides some suggestions on how to better complement and win-win between the two，so that the audience can understand the process of events from multiple perspectives and levels.
