The success of basic education in Finland is partly because of its formal school education，and owes to its colorful and booming extra-curricular education. The paper combs through the legislation and regulation as well as the policy of Finnish extra-curriculum education，clarifies the diversified aims and functions of educating people，discusses the policy implementation and activity development，and analyzes its characteristics and the guarantee factors. It also makes a comparison of the current situation and problem of out-of-school education in primary and secondary schools between China and Finland，so as to provide valuable experience to China’s extra-curricular education development.
