Study tours for Chinese students in primary and secondary schools have learned from the experience of study tours in Japan，but there is a lack of in-depth research on this area in China. This paper summarizes the characteristics of different historical periods，based on massive documentary literature compiled by the Ministry of Education，Culture，Sports，Science and Technology in Japan and its industry of study tours. The paper also analyzes the current situation of Japanese students study tours from six aspects：policy system，organization，implementation standard，funds，security of the students，and relevant industries. Then the paper gives recommendations to promote study tours for Chinese students in primary and secondary schools.
