Programs designed by out-of-school educational organizations are the links between students，teachers and managers. Innovative programs，characteristics programs and competitive programs are different but also connected as a whole. Quality programs can promote the characteristic development of various out-of-school educational organizations，encourage every functional department of those organizations to participate in and upgrade the overall teaching quality and function for the inheritance and development of quality programs. Under the leadership of the municipal educational committee，the leading group of Beijing’s out-of-school education has made a master plan，training guidance，mechanism construction，standards research，team building，and on-site investigation to give full play to these out-of-school activities. In the process of developing the programs，student’s core competencies have become specific，with a well-designed curriculum and individual focused education to achieve remarkable outcomes and to upgrade each student’s professional capability and comprehensive quality.
