The paper has conducted a nationwide investigation to discuss the management and function of Youth Palace. Based on literature review，questionnaires，case studies and special seminars，the paper has investigated the fundamental construction，service achievement，management and team building of Youth Palace. It discovers that the Youth Palace has played an important role in political education，provided services for juveniles’ growth，pooling social resources，serving the country and exploration on the transformation in the new era. Meanwhile，there are still some difficulties and problems，such as incompetent leadership，unbalanced personnel，unreasonable structure，insufficient funds and management，which need an improvement on its cultivation model，policy support system and administrative system. Therefore，the paper offers related countermeasures for the development of Youth Palaces in China.
