基于“全国城市建设用地节约集约利用评价”基础数据,通过构建城市建设用地节约集约利用评价指标体系,重点从土地利用强度、经济社会发展消耗建设用地状况、经济社会发展与建设用地变化匹配状况等三个方面对“十二五”时期全国城市建设用地节约集约利用的总体状况进行了综合分析,客观揭示了2015年度全国城市建设用地节约集约利用现状水平、动态变化趋势及其综合状况的区域格局及动态变化特征。结果显示:(1)“十二五”时期,全国城市建设用地节约集约利用水平总体向好,城市建设用地在总量增长得到有效控制的同时,用地结构持续优化,用地效益不断提升,土地城镇化与人口城镇化协调程度日趋好转,支撑经济社会发展的用地消耗得到持续下降。(2)全国城市建设用地节约集约利用水平与城市、区域经济社会发展显著相关,总体呈现“东部优于中部,中部优于西部、东北部”的区域分布格局;国家层面的优化开发区建设用地内涵集约化发展与重点开发区建设用地投入产出能力双提升的态势明显,区域差别化土地集约利用管控政策效应日益显现。(3)“十二五”时期,全国城市建设用地人口承载水平和投入产出效益比有所下降,人口、经济增长消耗新增建设用地量略偏大,建设用地节约集约利用总体水平尚有较大的提升空间。建议国家层面要进一步强化节地因素在规划编制及实施管控中的应有作用,通过继续深入实施区域差别化土地政策、不断健全土地市场体系、加大节地挖潜激励约束制度创新、强化节地评价考核等政策措施,积极推动土地利用方式转变,不断提升全国城市建设用地节约集约利用水平。
<<Based on primary data from “Evaluation of Saving and Intensive use of National Urban Construction Land”,by building an evaluation index system for Saving and Intensive use of urban construction land,emphasizing on three aspects including intensity of land utilization,consumption of construction land by socio-economic development and matching between socio-economic development and changes in construction land,the general status of Saving and Intensive use of national urban construction land during the Twelfth Five-Year Plan is comprehensively analyzed,revealing objectively the current level,dynamic change trend and the regional pattern of its comprehensive condition,and the dynamic change characteristics. Results indicate that:(1)during the Twelfth Five-Year Plan,Saving and Intensive use of national urban construction land is generally poised for growth,while increase in the total amount of urban construction land is being effectively controlled,with structure of land use being sustainably optimized,efficiency of land use being raised continuously,coordination of land urbanization and population urbanization being gradually improved,consumption of land use to support socio-economic development being reduced constantly. (2)Saving and Intensive use of national urban construction land has a significant correlation to urban and regional socio-economic development,exhibiting an overall regional distribution pattern of “eastern over central,central over western and northwestern”;intensive development of the construction land in optimized development zones and the double lifting of input and output abilities of construction land in key development zones have shown obvious stance at the country level,and effects of regional differentiation control policy of intensive land utilization have gradually emerged. (3)during the Twelfth Five-Year Plan,population capacity and input-output ratio of national urban construction land have slightly declined,population and economic growth has consumed relatively more newly-added construction land,general level of Saving and Intensive use of urban construction land still possesses relatively large room for improvement. It is advised that the due role of land saving factor in planning formulation and implement control should be further strengthened at the country level,through continuous and in-depth implementation of regional differential land policy,constantly improving land market system,boosting innovation of the prompting and restricting system for land saving and potential exploitation,strengthening policy measures such as land saving evaluation assessment,vigorously promoting the transition of land utilizing methods,constantly raising the level of Saving and Intensive use of national urban construction land.
