With the continuous advancement of the collaborative development strategy of the Beijing-Tianjin-Hebei region，the region has carried out tremendous work in promoting the coordinated development of education，and scored certain achievements. Based on the overall goal of “Building a world-class urban agglomeration” for the Beijing-Tianjin-Hebei coordinated development，learning from international experience is the only way for Beijing-Tianjin-Hebei education to develop smoothly and implement steadily. At present，issues in promoting the development of the Tokyo Urban Circle of our neighboring country of Japan，such as the “unipolar concentrated of Tokyo” and the urgent need to carry out countermeasures to solve population resources，are similar to those confronting us in the construction of the Beijing-Tianjin-Hebei metropolitan area. From the perspective of education policy，the Japanese government has introduced measures to revitalize local universities，curb the expansion of admission of universities in Tokyo’s core districts，encourage universities in the Tokyo Urban Circle to set up campuses in other regions，promote local industry-university cooperation，and create more jobs in local areas，thus making balanced distribution of population resources throughout Japan，and achieving the coordinated development of the Tokyo Circle and the local circle. Japan’s relevant initiatives and experience could be a good reference for the realization of the goals of the collaborative development of education in Beijing-Tianjin-Hebei region.
