为深入推进京津冀三地基础教育合作,京津冀基础教育合作呈现出合作模式多样化,合作内容中心化,合作主体多元化的样态。合作取得初步成效,充分发挥了京津基础教育优质资源的辐射带动作用,有力推动了三地教育资源的配置和中小学校的协同发展。京津冀基础教育合作存在的难点问题,表现为教育资源整合优化配置难、优质教育资源造血机制生成难、三地教育资源地域界限打破难、三地学校深度合作模式建立难。未来,京津冀基础教育合作形式更加多样,合作内容更加丰富,合作效益更加明显,还需要从合作政策、合作模式、合作重点和合作资源开发上下功夫。建立健全政策体系推动有序有效合作,完善“通武廊”基础教育协同发展的有效模式,政府积极推动与学校积极主动融入相结合,京津协力拓宽河北新聘教师来源渠道,调动社会力量助推京津冀基础教育协同发展。
<<In order to further promote the basic education cooperation among Beijing,Tianjin and Hebei,the current situation features diversified cooperation models,centralized content of cooperation,and diversified cooperation subjects. The cooperation has achieved initial results,giving full play to the role of Beijing and Tianjin as the driver with their quality resources of basic education,and effectively promoting the allocation of educational resources and the coordinated development of primary and secondary schools in the three places. The difficulties in the cooperation of basic education in Beijing-Tianjin-Hebei region are manifested as the difficulty in integrating,optimizing and allocating the educational resources,the difficulty in generating the hematopoietic mechanism of quality education resources,the difficulty in breaking the geographical boundaries of educational resources in the three places,and the difficulty in establishing a deep cooperation model among schools in the three places. In the future,the Beijing-Tianjin-Hebei collaboration in basic education will feature more diversified cooperation forms,more abundant cooperation content and more apparent cooperation effectiveness,thus entailing efforts to be made on the cooperation policies,cooperation models,cooperation priorities and cooperation resources development. It is imperative to establish and improve the policy system to promote an orderly and effective cooperation,and improve the effective mode of coordinated development of the basic education in Tongzhou-Wuqing-Langfang. With the combination of active promotion by the government and the active involvement by the school,Beijing and Tianjin shall join hands to expand the channels for recruitment of new teachers in Hebei and mobilize social strengths to promote the collaborative development of basic education in the three places.
