    京津冀义务教育均衡发展评价指标体系研究

    摘要

    开展京津冀义务教育均衡发展评价对于推动三地义务教育均衡发展非常重要。本文在把握我国义务教育均衡发展内涵与政策取向的前提下,借鉴以“国家义务教育基本均衡指标体系”和“国家义务教育优质均衡指标体系”为代表的我国义务教育均衡发展评价指标体系建构的经验,结合京津冀义务教育均衡发展政策取向与三地在经济社会发展基础、义务教育发展基础、义务教育均衡发展水平方面的显著差距,尝试提出推进京津冀义务教育均衡发展的基本思路:必须推动三地义务教育高质量发展;必须以河北主动发展为基础,促进京津两地带动河北发展;可按河北省县域基本均衡——河北省县域优质均衡——河北省城市间均衡——京津冀协调发展的路径逐级推进。进而提出京津冀义务教育均衡发展评价指标体系框架建构思路:以国家县域义务教育优质均衡发展评估指标体系为首要参照蓝本,结合已公布的三地义务教育协同发展行动计划,从资源配置、政府保障程度、教育质量、社会认可度、重点区域发展保障、三地基础教育深度融合、协作提升教师能力素质、优质基础教育资源共建共享等八个方面建构评价指标体系。

    Abstract

    The evaluation of the balanced development of compulsory education in Beijing,Tianjin and Hebei is very important for promoting the balanced development of compulsory education in the three regions. Under the premise of grasping the connotation and policy orientation of the balanced development of compulsory education in China,this paper drew on experience in the construction of the evaluation index system of balanced development of China’s compulsory education as represented by the “National Compulsory Education Basic Equilibrium Index System” and the “National Compulsory Education Quality Equilibrium Index System”,and combined with the compulsory education balanced development policy orientation and the significant gap among the three places in the foundation of economic and social development,the basis of compulsory education development,and the balanced development level of compulsory education,thus trying to put forward the basic ideas for promoting the balanced development of compulsory education in the Beijing-Tianjin-Hebei region:We must promote the high-quality development of compulsory education in the three places;it is necessary to promote the development of the Beijing-Tianjin region to drive the development in Hebei,based on the active development of Hebei;it could be advanced step by step along the route “the basic equilibrium of Hebei Province county—the high—quality equilibrium of Hebei Province county-the inter-city equilibrium of Hebei Province—the coordinated development of Beijing-Tianjin-Hebei region”,to propose the framework of the evaluation index system for the balanced development of compulsory education in Beijing-Tianjin-Hebei region:Taking the national county-level compulsory education quality balanced development evaluation index system as the primary reference blueprint,combined with the announced compulsory education coordinated development action plan for the three places,the evaluation index system shall be built from eight aspects of the resource allocation,government guarantee level,education quality,social recognition,key area development guarantee,deep integration of basic education in the three places,collaboration to improve teachers’ ability and quality,and joint creation and sharing of quality basic education resources.
