This study first combed the basic situation of population，economy and education in Tongzhou District of Beijing. It is found that the resident population of Tongzhou District is still on the rise，with growth mainly seen in the resident population. There is still a big gap in the economic and educational development level with the average level of Beijing. Secondly，it analyzed the impact of the “Beijing City Sub-center” and “Universal Two-child” policies on population distribution. Finally，it predicted the school-age population at the compulsory education stage in Tongzhou District from 2017 to 2028 with the queue formation method. The population at the compulsory education age would peak in 2025，leaving a gap of about 18，900 persons. The tension of seats in the junior high school should be paid special attention.
