    京津冀协同背景下的“一核两翼”与教育发展报告

    摘要

    基本公共教育服务的系统化配置对于特定功能定位的北京城市副中心和雄安新区建设发挥着举足轻重的作用。北京、北京市通州区与雄安新区人均地区生产总值、三产结构、城乡居民人均可支配收入情况,以及人口数量、分布结构等差异较大。首都教育聚焦教育资源科学配置、教育系统意识形态、教育的凝聚性和融合性、高质量的教育公平和可持续发展教育;北京城市副中心需以“两个服务”为基本发展理念,以“示范带动”为特色发展理念;雄安新区需以“雄安质量”为核心发展理念,探索教育发展的“雄安模式”。报告研究梳理了“两翼”地区教育现存问题与目标的差距和潜在风险,提出“一核两翼”地区教育改革与发展的基本原则和推进策略。北京城市副中心要适应人口结构和组团分布,优先解决副中心基本学位需求,加强“内升外引”,扩大优质教育资源覆盖面,创新解决多样教育需求,构筑区域教育支撑平台。要分步分段规划雄安新区教育,构建教育改革领导组织统筹资源,利用改革红利和后发优势激发创新活力,以北京作为先期标准大幅度提升教育投入,优化教师队伍结构,大力提升教师素质。

    Abstract

    The systematic configuration of basic public education services plays a decisive role in the construction of city sub-centers with specific functions and Xiong’an New Area. The per capita GDP,structure of three industries,per capita disposable income of urban and rural residents,and population and population distribution structure of Beijing,Tongzhou District and Xiong’an New Area vary greatly. Education in the capital city focuses on the scientific allocation of educational resources,ideology of the education system,cohesiveness and integration of education,equitability of quality education and sustainable development of education;the city sub-centers need to adopt the “two services” as the basic development concept and the “driving by demonstration” as the featured development concept;and Xiong’an New Area shall take “Xiong’an Quality” as its core development concept and explore the “Xiong’an Mode” of education development. The report studies and combs the existing problems,gap with goals and potential risks of education in the “two wings” areas,and proposes the basic principles and promotion strategies for education reform and development in the “one core and two wings” regions. Beijing City Sub-centers shall adapt to the population structure and group distribution,give priority to the basic needs of school seats,strengthen the “internal promotion and external guidance”,expand the coverage of quality education resources,solve the diversified educational needs in an innovative way,and build a regional education support platform. It is necessary to plan the education in Xiong’an New Area step by step,build the educational reform resources for guidance,organization and collective arrangement,stimulate the innovation vitality with the reform dividends and the advantages of the latecomer,greatly increase the education investment with Beijing as the initial standard,optimize the structure of teachers team,and vigorously improve the quality of teachers.
