From the perspective of the subject，there are three kinds of new industry city construction modes：the government-leading，the market leading and government-market cooperation The three different modes have different advantages and disadvantages respectively With the related national policies and industry land policy，governments will participate in the new industrial city construction in a more positive attitude，which will also light passion on estate developer，to optimize the industry supporting service facilities and to realize the ecosphere for industry and residential，ecological protection and urban construction Therefore，some suggestions can be given，which are to exploit the advantages of the government-market cooperation mode，and to attach importance to the industry-city integration，and to innovate the construction mode of new industrial city.
