2017~2018年中国文化国内传播和影响取得了较大成就,主要体现在三方面:一是在政策层面明确了新时期文化传播事业的指导纲领、方针原则和目标任务;二是主流媒体通过融媒向纵深发展,由此表现出做大做强的良好趋势;三是各细分行业的文化传播秩序趋于规范化,较严格的影视及网络视听节目审查制度已初步建立。但其中仍存在一些亟须解决的问题:一是纸媒等传统媒体在与新媒体融合的同时,往往以削弱其深度报道这一原有优势为代价;二是文化传播平台的评价体系偏重量化指标;三是对新媒体产品的内容审查工作还需加强,相应的技术支持尚显不足。为此,本报告建议,我们应重视融媒时代新闻报道的解释性,促进和扶持第三方评价机构的建设与发展,加强对视频网站的规范和引导,培育文化传播主体的社会责任感。
<<In 2017-2018,we have gained outstanding achievements in Chinese domestic cultural communication and its influence. Firstly,we have articulated the guiding outline,fundamental principles,and target tasks for Chinese cultural communication in new period guidance. Secondly,mainstream media have developed in depth through media convergence,taking on the tendency of turning bigger and stronger. Thirdly,we have normalized the order for subdivision industry of cultural communication,established a more strict institution of censorship for film and television production and network video. However,there are still several problems. Firstly,traditional media such as newspaper industry tend to abandon their former advantage of in-depth report in the course of media convergence. Secondly,the evaluation system of cultural communication platform has a strong bias toward quantitative index. Thirdly,the censorship for the contents of new media products still needs to be strengthened,and the relevant technical support is rather insufficient. This report thus suggests that we should attach importance to explanatory capacity of news reports in the times of media convergence,support the construction and development of the third-party evaluation agency,strengthen the normality of and guidance to network video,and cultivate cultural communication agents’ sense of social responsibility.
