In 2017-2018，with the great attention of the state and the support of various policies，the construction of a modern public cultural service system has entered the fast lane of development，and great achievements have been made. The construction of grassroots cultural institutions has been improved，and the sense of gain from mass cultural activities has been enhanced. Significant progress has been made in developing public cultural services in rural areas，and villagers’ basic cultural consumption demand have been guaranteed. The adaptability of the supply of public cultural services，as well as the quality of cultural products，has been improved. The public cultural service facilities has been enriched and modernized. Cultural fees has been continued to tilt towards the grassroots，and the support for grassroots cultural undertakings has been increased. However，there are still some problems along with the continuous development. The role the government plays in rural public cultural service construction is not prominent. The national cultural expenditure is insufficient and the growth rate is low. The utilization rate of some public facilities is low and uneven. The level of resident cultural consumption was low，and little attention was paid to cultural consumption. In response，this report proposes the following countermeasures：furthering the Government’s Leading Role in Rural Public Cultural Services；expanding the effect of mobilizing funds through projects，absorbing social forces and broaden the sources of funds for cultural undertakings；adjusting the supply of public cultural service facilities according to consumer preference of public cultural service facilities. The government also needs to guide the public’s awareness of cultural consumption.
