Based on the analysis of China’s cultural production development in 2017-2018，we believe that during 2017-2018，China’s cultural production developed tremendously. The government provided instructive policies to ensure the direction of cultural production. The cultural industry gradually became an essential part of national economy. We also made notable progress in the protection of intellectual property in cultural production. However，there are two main problems：protection of intellectual property in traditional fields of cultural production is lacking. The efficiency of investment in cultural production is less than sufficient. The report then suggested that the government should provide policy and legal support for protection of intellectual property in traditional fields. Moreover，both governmental and academic researches on improving the efficiency of investment in cultural production are needed.
