    北京市社区党组织书记工作状况调查分析报告

    摘要

    本文以北京市某街道30名社区党组织书记为调研对象,采用调查问卷和个案访谈的调查方法,围绕个体特征、社区环境、工作能力、工作资源以及在职党员社区报到工作五个方面对社区党组织书记工作状况进行分析。调研发现:社区党组织书记工作状况总体较好,但是社区党组织功能弱化;社区党组织书记岗位稳定性较差;社区基础设施环境需要改善;社区党组织书记能力亟待提升;主体协作与体制性资源存在短板;基层党组织及党员缺乏制约机制等六个方面的问题。对此本文提出如下建议:①社区党组织应从行政化向政党化转向;②创新社区、楼院/胡同、楼门三级党建组织设置,并与相应的社区、楼院/胡同、楼门等自治组织融合;③基层党组织书记队伍建设纳入干部、人才队伍建设总体规划,实施社区党组织书记“赋权增能计划”;④加快建立住房养护和管理相关制度,制定和实施社区更新计划;⑤构建党员、社区、单位三位一体的联动约束机制。

    Abstract

    Based on a questionnaire inquiry among 30 community Party secretaries in a subdistrict,this study conducts an analysis of the working on the part of the community Party secretaries,through questionnaire inquiry and case review,using questionnaire data and centering around five aspects:individual features,community environment,working capability,resources for work and the status of on-the-job party members. The investigation finds that the overall status of community Party secretaries’ work is relatively satisfactory,but problems exist in the following six aspects:the function of community Party organization has been weakened;the position of the community Party secretaries is to some degree unstable;the community infrastructure needs to be improved;the capability of community Party secretaries has room for urgent improvement;there is gap in the collaboration and institutional resources;and there is a lack of supervisory mechanism over the grass-roots level Party organization and its members. In that context,the study proposes that:1) The shift of community Party organization from administrative role to that of a political party;2) Innovating a three-tier arrangement of the Party organization at the levels of community,the residential building or quarter/Hutong and residential building section,and integrating them with their corresponding autonomous organizations;3) Incorporating the team building of grass-roots Party secretaries into the overall planning of cadre and talent construction by implementing secretary “empowerment program”;4) fostering the establishment of related system for housing maintenance and administration;and 5) Constructing correlated constraint mechanism among Party members,their community and their working unit.
