When people are pursuing a better life，their demand for leisure has been evolving with the development of social economy and culture. As people’s sense of leisure is gradually increasing and their needs are becoming more and more abundant，the government has increasingly attached importance to the role of the service industry in stabilizing growth，promoting reform，restructuring，and benefiting the people. The various elements of the market have begun to pay attention to leisure development，and various resources have gathered in the leisure service industry. All kinds of enterprises in the leisure field，especially new small and micro enterprises，are emerging rapidly. These new formats also create and guide leisure consumption while satisfying the demand. From the perspective of development mechanism of new business forms，this paper analyzes the motivation，foundation，path and characteristics of the new business development by taking the DIY hand workshop as an example. We also propose some suggestions for the development of new leisure formats，which are creating a good environment，supporting encouragement of innovation，advocating for integrated development，and innovating regulatory approaches.
