The leisure demand of city residents has given birth to the leisure function of the city，and meeting the leisure needs of residents has become one of the basic functions of the city. The development of city leisure is an important part of the improvement of city development level，a necessary part of the improvement of residents’ quality of life，and an important index to measure the well-being of city residents and the degree of city livability. Different regions and different cities have different stages of leisure city construction. Through the construction of city leisure evaluation system，based on the leisure development data of 290 cities，the article analyzes the basic characteristics of the development of leisure cities in China from regional perspectives. According to different types of problems，the article puts forward the promotion strategies of leisure city construction in different regions.
