By dividing the scope of leisure industry，leisure industry evaluation index is constructed，including four first-level indicators and 35 secondary indicators of service facilities，demand potential，business performance and support environment. Based on the statistical data of 30 provinces and cities，the development level of leisure industry is evaluated and analyzed. The study found that：（1） the rankings of the development level of leisure industry in all provinces and cities are weak，which have shown a “solidified” situation；（2） the areas with a strong development level of leisure industry are concentrated in the eastern coastal zone，along the Beijing-Guangzhou line and along the Yangtze River basin. The regional level of the Northwest Silk Road Economic Belt is weak；（3） the regional differences of leisure industry development level are shrinking.
