By paying close attention to the history and present of ocean culture resources，and the kaleidoscope investigation，it turned to pay more attention to the quality promotion and development of ocean culture. It is manifested in the numerous theoretical studies，which begin to migrate from the macro and meso level to the micro level. Scholars’ theoretical concerns are also more diversified and deeper. Especially the theoretical exploration gradually changed from the fixed-point observation，the investigation of phenomena and facts into the comparative vision. Through comparison，it leads to deep thinking on the more essential and characteristic contents of ocean culture. As a result，it corrects the previous partial understanding，returns to the essence of the problem of ocean culture. At the practical level，the interest in research has shifted from appealing to the relevant government departments to pay attention to the marine culture，and turning to the attention to specific places and problems. It begins to think about how to transform ocean cultural resources into cultural products by what means and how to arouse people’s interest and enthusiasm in the consumption of ocean cultural products. These gratifying trends are leading to the qualitative extension and the theory promotion，and its theorization，systematization and scientization of ocean culture’s discipline system.
