2017 was an important year for the implementation of the “13th Five-Year Plan”，which gave a new situation to the development of marine public services. Marine search and rescue had been continuously strengthened，marine investigation and forecast had been fully launched，and marine disaster prevention and mitigation system had been continuously improved. It projected the top-level design had been constantly improved and the cooperation between departments had been constantly strengthened，and the international cooperation had become more prominent China’s wisdom，the ocean new territory had been exploited continuously development characteristics. However，the awareness of national marine public service needed to be improved，and the development of the third party support needed to be refined and specialized.
