In 2017，China’s marine industry continued to show steady growth. The systemization of marine society continued to strengthen. The development of the marine industry remained in the same direction as the national top-level design. The institutionalization of the marine industry has made great progress. Practice activities in marine fields tend to develop in depth. At the same time，the systematic construction of China’s marine society still faces many difficulties and challenges since its inception；the shortcomings of marine hard power and marine soft power are still obvious；the development of various areas of marine society is not synchronized，and various structural contradictions have become prominent. To this end，the development of China’s marine industry needs to further increase social participation and continue to promote the systematic construction of the marine society. China has to be committed to the basic construction of marine undertakings in all aspects to stimulate the vitality of the marine society and promote the sustainable development of the marine industry.
