This paper analyses the relevant measures for the development of foreign manufacturing industry，and points out that foreign systems have formulated strategic plans to support manufacturing industry and high-end industries，constantly improve the innovation system of manufacturing industry，strengthen the financial guidance of the government，adopt market-oriented operation mode，and take national security measures to protect domestic manufacturing industry. It is suggested that China’s manufacturing industry development can draw lessons from the continuous revision and upgrading of the development strategy of manufacturing power，improve the mechanism system of China’s manufacturing innovation center，improve the market-oriented means of government funds，increase social capital investment，and rationally apply the industrial safety protection mechanism.
