This survey indicates the policy evolution and confusions of the transition of primary school graduates to junior high schools in Beijing.According to the thorough analysis of reasons behind school choice,a series of policy suggestions are put forward for improving the zealous efforts spent on school choices.Whether this problem can be effectively tackled depends on the issue whether the government has the strong will and resolution to strictly administrate by law and administer education according to law.The governance idea of "six-pronged" approach is recommended:regulating school-running behavior,adjusting related policy,narrowing the gap between schools,reforming school-running system,strengthening social supervision and education accountability. <<
