    中国工资收入分配改革发展现状与趋势(2018~2019)

    摘要

    工资是绝大多数劳动者及其家庭最主要的收入来源渠道,工资分配在国民收入分配中具有支配地位。近几年来,我国各类劳动者的工资稳步增长,其增长幅度总体看与GDP的增长幅度和劳动生产率的提高同步,劳动者较好分享了社会经济发展成果,群众过上美好生活的财力和物质基础不断增强。但新时代仍然面临工资收入分配秩序有待进一步规范,群体之间、地区之间和行业之间的收入差距依然不合理,部分劳动者尤其是一线职工和低收入劳动者工资增长缓慢,工资薪酬对科技人员、技能人才的激励不足,劳动者对工资较快增长的迫切需求与企业人工成本不断提高的矛盾日益凸显。在各要素分配方面,由于资本强势、劳动要素分配不足等,都需要通过不断深化改革,健全完善适应新时代社会主义市场经济体系的工资分配制度。 <<

    Abstract

    Wage is the most important source of income for the majority of laborers and their families,and wage distribution has a dominant position in the national income distribution. In the recent years,the wages of various laborers in China have been growing steadily and the overall growth rate is in line with GDP growth rate as well as the increase of labor productivity. Laborers have better shared the fruits of social and economic development,and the economic and material foundation of people to live a better life is being constantly reinforced. However,the new era still faces the demand to further regulate the pattern of wage income distribution,and the income gap between groups,regions and industries is still unreasonable. Some laborers,especially front-line laborers and low-income laborers,have slow wage growth. The incentives for scientific and technical talents are insufficient,and the contradiction between the urgent need for laborers to faster increase their wages and the continuous increase in labor costs of enterprises has become increasingly prominent. In terms of each factor distribution,due to the strong trend of capital and the insufficient distribution of labor factors,it is necessary to continuously deepen the reform and improve and perfect the wage distribution system which will adapt to the socialist market economy system in the new era.
