The year of 2011 saw a smooth development of non-government/private education. New policies have been made by the government with regard to non-government/private education. For the first time, qualified non-government/private HEIs are qualified to provide graduate programs and recruit graduate students. Pilot projects on comprehensive reform of non-government/private education have been initiated; classification management of non-government/private institutions has been explored.
