The state has initiated the "3-year Action Plan for Preschool Education", and accordingly, authorities in various places have taken a series of measures to speed up the development of preschool education. But justice has not been taken seriously from the respects such as planning, investment and mechanism in the development of preschool education. Even in some places "movement" symptoms appeared. The scientific, rational and sustainable development of preschool education will inevitably be subjected to influence. It is imperative to effectively promote justice, reform current system and change the role of governments in the development of preschool education.
