One of the major decisions and main tasks confirmed in the "National Guidelines for Medium- and Long-term Educational Reform and Development" is to promote balanced development of compulsory education. In the year of 2011 most provincial authorities signed the memorandums about balanced development of compulsory education with MOE in which the goals, contents, measures and responsibilities have been made clear. Different development modes and reform measures have been explored in local places. When pushing forward balanced development of compulsory education in depth it is necessary to have more public participation in institutional change, build new management mode in education and break present interest patterns.
