The length of lines in Tokyo Met is near 1000 kilometers and amount of served passengers is more than 35 million per day. The ratio of passengers load to capacity exceeds 150% due to congestion on the most of lines，which brings a good financial position with fine profitability. The operational companies in Tokyo Met imported and imporved many equipments and facilities as well management system，including lines，stations，rolling stocks，electrical systems，communication and signals，human resources management and fare clearing systems，to support the through service on trains running over different lines. The companies also established a behavior standard and responsibility-based system for safety management and emergency. It led to the enhancement of operational safety manament by establishing information sharing，promoting euipments and facilities，intensifying safety education and emergency trainming.
