In this article，we had starting from the system and equipment functional requirements of the of the Urban Rail Transit industry，proposed the basic configuration and natural attributes to the system and to the equipment to ensure the overall Network Operation Safety. Discussed the concepts of System safety and Equipment Functional Safety，and the RAMS management framework In this case. Then illustrated some thoughts and actions of Xi’an Metro in these aspects by listing some practical cases. We hope to provide some management ideas for the industry to ensure that the design of the system and equipment can be developed according to the actual needs of the metro operation enterprises，and to ensure the operation safety of the whole Metro network.
