This report mainly analyzes the main technical characteristics of emergency management under network conditions from the aspects of propagation effect of operational emergencies，management complexity of emergency resources and equipment system，risk warning and emergency preparedness requirements，etc.，mainly discusses the current situation and major problems in the coordination of multiple operational entities，risk warning and prevention and control of the comprehensive network dispatching and emergency command center. Besides，based on the selection of the overhaul mode and transformation of substations used in common，as well as typical natural disasters such as typhoons and landslides，this chapter puts forward some operational requirements and suggestions on the establishment of comprehensive emergency command center，industry operation risk database，emergency disposal information sharing platform，and on the method of emergency ability assessment.
