本报告根据2018年“广州公共服务满意度调查”,对广州居民的公共服务需求和满意度进行分析,结果发现:广州居民对于各项公共服务需求程度均比较高,尤其出行、安全和医疗方面,具有高期待、全面性特征,不同群体的需求有所差异。广州居民公共服务的总体评价介于“一般”和“满意”之间,公共服务区域分布不均衡、城乡差异、户籍差异等问题依然存在。利用因素推导模型进行公共服务发展政策优先序分析,广州目前需优先改进医疗卫生、住房、社会保障和就业以及社区环境等服务。因此,本报告提出加快制定基本公共服务标准体系和评估体系、加强公共部门绩效评价的公民导向、重视居民对基本公共服务要素的关注度、动态把握保障和改善民生工作的重点等对策建议。
<<Based on the “Guangzhou Public Service Satisfaction Survey” in 2018,this report analyses the public service demand and satisfaction of Guangzhou residents. The results show that the demand of Guangzhou residents for various public services is relatively high,with travel,prominently shown in safety and medical treatment,characterized as high expected and comprehensive,and needed by various groups. The overall evaluation of Guangzhou residents public services is between “acceptable” and “satisfactory”,and there are still some problems such as regional imbalance,urban-rural differences,household registration differences and so on. Based on the factor deduction model,the priority of public service development policy is analyzed. At present,Guangzhou needs to give priority to health care,housing,social security,employment and community environment services. Therefore,this report puts forward some suggestions,such as accelerating the formulation of basic public service standard system and evaluation system,strengthening citizen orientation of public sector performance evaluation,paying attention to residents’ basic public service elements,and dynamically grasping the key points of insurance and improving people’s livelihood.
