The report of the Nineteenth National Congress of the Communist Party of China points out that the key to build a pattern of social governance of co-construction，co-governance and sharing lies in enhancing the participation of resi-dents in grass-root/primary-level communities. However，at present，the practice of community consultation in Guangzhou has fallen into the predicament of formatting，and community consultation democracy is still under realization from the perspective of encouraging community participation and promoting community integration. This report takes the first “Community Council” in Guangzhou as an example to analyze the significance of integration of community resources and embedded development of community services in the practice of promoting the modernization of community consultation.
