Since four decades after Reform and Opening-up，Guangzhou has achieved in a variety of aspects：governing fro the people，reforming and innovating，aiming at solving livelihood problems，effectively satisfy people’s needs，improving people’s life constantly，prosperously developing education，maintaining steady employment，improving social insurance，elevating the concept of Healthy Guangzhou，boosting various construction in Guangzhou，earning high comment and full approval by all walks of life. On the others，some problems still exist：imbalanced and deficient livelihood development，reform reduction，reform insufficiency of system，integrity and coordination. Thus，this report foster the suggestions，such as to deepen the reform of poverty relief and alleviation，to deepen the reform of education，health，elderly care and housing，to deepen reform of livelihood insurance system.
