双循环
双创指数由环境支持、资源能力和绩效价值3个子特征构成，本报告主要分析双创指数的3个子特征。从双创指数子特征看，在双创环境支持方面，我国双创环境整体良好，但双创100强城市的环境仍有待提升。在资源能力方面，双创资源丰富且呈现层次性，除一线城市外其他城市还有巨大提升空间。在绩效价值方面，双创100强城市两极分化态势明显。
<<The report constructs the evaluation model of mass entrepreneurship and innovation index from three dimensions of environmental support，resource capacity and performance value. This chapter mainly analyses the three sub-characteristics of mass entrepreneurship and innovation index. From the sub-characteristics of the mass entrepreneurship and innovation index，our country as a whole is good at “environmental support”，but the top 100 cities still has room for improvement. In terms of “resource capacity”，the resources are abundant and hierarchical，and there is a huge room for improvement in other cities besides the first-tier cities. In terms of “performance value”，the polarization trend of top 100 cities of mass entrepreneurship and innovation is obvious.
