In order to further grasp the development and change law of national urban innovation and entrepreneurship competitiveness，the reports draws lessons from the theories and methods of index construction and evaluation at home and abroad. From the three dimensions of urban environmental support，resource capacity and performance value，it constructs the evaluation model of “mass entrepreneurship and innovation” by using 3 first-level indicators，9 second-level indicators and 30 third-level indicators，and measures sample cities’ index of mass entrepreneurship and innovation. From the urban point of view，the overall momentum of China’s development of mass entrepreneurship and innovation is good，while there are obvious stratification phenomenon，a few major cities have strong development，and most cities still have huge room for improvement.
